Building Approvals & Permits

1.Overview

To obtain building approval, an application must be lodged with the Town of Cambridge who under the Building Act 2011 is responsible for issuing building, demolition and occupancy permits, and building approval certificates.

Building applications are assessed using the National Construction Codes,p Building Act 2011 and Building Regulations 2012, plus relevant Australian Standards and legislation.

2.Building permits

Building permits are controlled by the Building Act 2011 and the Building Regulations 2012.

A permit is needed for any building works involving the construction of structures, alterations or extensions and changes to ground levels. Works include (but are not limited to):

  • Commercial buildings including fit outs and refurbishments.
  • Residential dwellings including additions and alterations
  • Preparing for building work, such as changing ground levels or site work
  • Carports, patios, sheds and garages
  • Front fences and retaining walls
  • Swimming pools and spas

A building permit must be obtained before commencing any building work.

Applying for approval after a building has been constructed

3.Works Bond

In most instances payment of a works bond will be required as part of a building permit approval.  At the conclusion of the works you can request reimbursement of the bond.

4.Demolition permits

A demolition permit is required for the demolition, dismantling or removal of a building or incidental structure from properties in the Town of Cambridge.

5.Fit Out Permits

A fit out permit may be required for new and existing buildings.

6.Occupancy permits

An occupancy permit, required for some classes of building, signifies that a building surveyor is satisfied that the completed building work is suitable for occupation.

7.Owner-Builders

To become an owner-builder, you must first obtain Owner-Builder Approval from the Building Commission, and then a building permit from the Town of Cambridge.

8.Fees

Building Permits and Demolition Permits 
Certified application for a building permit (s.16(1))
(a) for building work for a Class 1 or Class 10 building or incidental structure 0.19% of the estimated value of the building work as determined by the relevant permit authority, but not less than $97.70 
(b) for building work for a Class 2 to Class 9 building or incidental structure  0.09% of the estimated value of the building work as determined by the relevant permit authority, but not less than $97.70
Uncertified application for a building permit (s.16(1)) 0.32% of the estimated value of the building work as determined by the relevant permit authority, but not less than $97.70
Application for a demolition permit (s.16(1)) 
(a) for demolition work in respect of a Class 1 or Class 10 building or incidental structure $97.70

9.Obtaining copies of building plans

If you own a property in the Town, you can request to view a copy of the plans of your property.

Requests are processed weekly, with the cut-off time 12 noon each Wednesday. You will be contacted when the plans are available for viewing which in most cases is the following Monday.

Conditions
  • agents must provide written approval from the owner to access and obtain copies of any plans and related documents;
  • if the property is held in the form of a strata title, written authority of the secretary of the body corporate or managing agent, or written authority signed by all strata owners is required;
  • if a third party is to collect the plans on behalf of the owner, a letter from the owner is required authorising that person to collect a copy of the plans;
  • if the owner of the property is a company, a copy of relevant documents is required indicating the current directors of the company;
  • the applicant must provide photo identification, such as a driver's licence, before viewing plans; and
  • plans must not be removed from the Town's Administration Centre, however photocopying of plans is permitted (fees apply).
