Parkside Walk (former Nursery Site development)

The Town of Cambridge owns a parcel of land which was formerly a nursery site and is now called Parkside Walk.

Located on Salvado Road in Jolimont this land was previously owned and used by the City of Perth as a plant nursery.  It stopped being used when the Town of Cambridge was created in 1995.

The land is part of a much larger titled piece of land encompassing Henderson Park, Matthews Netball Centre and Pat Goodridge Reserve. Whilst Henderson Park, Matthews Netball Centre and Pat Goodridge Reserve are classified as Parks and Reserves under the Metropolitan Region Scheme, the Former Nursery Site is zoned Urban, suitable for residential development.

The Town believes it's appropriate the Former Nursery Site be developed for residential purposes in line with the State Government's Directions 2031 Planning Policy for Perth, and the Town's objective of creating communities of choice.

For this development to occur, agreement must be reached with the State Government because of a Trust condition in place over the whole site, which provides that the land is endowed to the Town to be used for Municipal Purposes. The removal of this trust condition, only over the Former Nursery Site, will enable development.

Progress Reports

December 2016

To minimise disruption to residents, sewage works planned for Jersey Street have been deferred until the new year.  All other subdivision works are proceeding as programmed.  Anticipated completion date July/August 2017.

November 2016

Landcorp commenced subdivision works.  Temporary closures of surrounding footpaths and partial closures of roadways are occurring for the next few months.

Large donut shaped sculpture found abandoned at the site, has been repurposed by the town as public art at the newly refurbished Rutter Park in Wembley.

September 2016

Subdivision landscaping plan was approved at the 27 September 2016 meeting of Council.

Landcorp have completed tenders for subdivision construction and it is expected work will commence on site in October 2016.

April 2016

LandCorp have submitted their subdivision construction plans to the Town for consideration. It is expected that works will commence in the next few months.

February 2016

Designs are progressing.  Final subdivision works are due to commence in the coming months.

December 2015

Council adopts Policy 3.12 Parkside Walk, Jolimont Design Guidelines

 November 2015

Advertising of the Parkside Walk Design Guidelines closed on Monday, 23 November.

Feedback from the advertising will be discussed at an upcoming meeting of Council, to be advised.

Some site clearing in preparation for the main subdivision works has occurred.

October 2015

Parkside Walk Design Guidelines for future development have been initiated by Council for the purpose of advertising.

Advertising of the guidelines will commence on Friday, 30 October and close at close of business on Monday, 23 November, 2015.

October 2015

The town will soon be seeking community feedback on the proposed design guidelines for the apartment and single residential sites proposed for Parkside Walk.

The opportunity to provide feedback will be advertised in the local press in due course.

Some initial site works have commenced and once final engineering and landscape designs are complete the project will move into the construction phase.

It is expected this will happen in the new year.

The town has decided to remain with Landcorp for the duration of the project, sharing the benefits in accordance with the contract agreed in April 2013.

July 2015

On 6 July 2015 the WA Planning Commission (WAPC) endorsed the Outline Development Plan without modifications.

The WAPC's decision allows subdivision, landscaping and engineering designs to be finalised and works tendered.

April 2015

The Design Guidelines for future development are being prepared and in the coming months will be presented to Council for the purpose of advertising.  

February 2015

The Outline Development Plan submitted to the WA Planning Commission for approval.

December 2014

The Outline Development Plan was adopted by Council at its 16 December 2014 meeting..

November 2014 - Comment invited on Outline Development Plan

Public comment was invited on an Outline Development Plan (ODP) which has been prepared for the 'Residential' zoned portion of Lot 520 (189) Salvado Road, Jolimont, commonly known as the Former Nursery Site.

October 2013 - Approval sought for amendment to Town Planning Scheme

Council endorsed a proposed amendment to the Town Planning Scheme (TPS) to set in place approvals to have the Nursery Site zoned as Residential. This approval is now being sought from the Minister for Planning.

LandCorp will now also progress in the coming months,  planning for the site to develop what is called an Outline Development Plan (ODP). This ODP describes the high level proposed layout of the site with major features (roads, lots, landscaping buffers etc) as well as site servicing issues. The community will be invited to comment on the draft ODP before it is formally adopted.

August 2012 - Agreement reached

In August 2012 the Town and State Government agreed on a process that would allow the project to proceed, with LandCorp acting on behalf of the Town and State to plan, develop and market the Former Nursery site.

August 2012 - The process begins

To begin the process the Town of Cambridge must undertake a Business Plan for the disposition of the land.

A Business Plan for Major Land Transaction has been prepared and advertised for public comment:

October 2012 - Business Plan adopted by Council

The Business Plan for the major land transaction, and submissions received from the period of public consultation, was considered by Councl at it's meeting held on 23 October 2012.

The Business Plan was adopted by Council at the October 2012 Council meeting and works are now progressing to develop a formal agreement with Landcorp for the development of the site.
