The population of the Perth and Peel regions is expected to grow from 2.21 million in 2024 to 3.5 million by 2050. More housing is required to accommodate this population growth. In Perth and Peel @ 3.5million, the State Government has set an additional dwelling growth target of 6,830 new dwellings contained within the Town of Cambridge to assist in providing additional housing in the Perth region. The Ocean Village Shopping Centre site in City Beach has been identified in the Town’s Local Planning Strategy as a redevelopment area to provide 200-250 of those new dwellings.

Property developer Blackburne has acquired the Ocean Village Shopping Centre, and the Town of Cambridge has agreed to sell the surrounding car parks to Blackburne, who intends to combine the land holdings to redevelop the site into a mixed-use centre comprising retail and commercial space and residential apartments. Blackburne has submitted a development application to the State Government’s State Development Assessment Unit (SDAU). The SDAU is responsible for assessing the development application and will make a recommendation to the Western Australian Planning Commission (WAPC), who will be the decision maker.

During the SDAU’s assessment of the application, there will be a public submission process. The SDAU will publicly advertise the proposal for community comment, which will also include the application being referred to the Town of Cambridge for comment. At this time, the Town does not know when the SDAU will advertise the application.

Prior to the application being advertised by the SDAU, the Town of Cambridge is seeking to consult with the community on the renewal of the Ocean Village site. Your feedback will inform the Town’s response on the development application when we provide comment to the SDAU.

Residents are also encouraged to lodge a submission to the SDAU when the application is publicly advertised.

The SDAU will include the Town’s response and any submission you make during advertising in its report to the WAPC when it considers and determines the application.
