West Leederville Activity Centre

The West Leederville Precinct Structure Plan (WLPSP) area is located less than two kilometres from the Perth CBD and the Subiaco town centre, and less than one kilometre from the Leederville town centre.

The area is located within an 800-metre walkable catchment, or 10-minute walk, to the West Leederville, Leederville, City West, and Subiaco train stations. The WLPSP area is also serviced by an extensive bus network, including frequent bus services along Cambridge Street. Additionally, West Leederville has good accessibility to the freeway and is connected to a network of cycle and pedestrian paths.

This strategic location makes the area suitable for urban intensification an area of urban intensification.

With forecast to grow to over 3.5 million by 2050 the State Government has developed a series of Metropolitan Regional Plans to accommodate this growth. These plans provide for a mixture of growth at the edge of the Metropolitan Urban Area and urban consolidation within existing centres and along of close to public transport infrastructure.

The current Regional Growth Strategy, Perth and Peel @3.5 million, has a growth target for Town of Cambridge of an additional 15,020 people and an additional 6,830 dwellings by 2050.

The Towns Local Planning Strategy allocates where this growth will occur and has identified an additional 1,800 to 2,000 dwellings for West Leederville. The West Leederville WLPSP is Plan for how this will occur. The WLPSP was recommended for approval to the Western Australian Planning Commission (WAPC) in May 2023.

The WLPSP proposes to:

  • Provide opportunities for increased commercial and residential developments creating a mixed-use area that takes advantage of its inner-city location and access to public transport;
  • Facilitate the creation of a highly activated 'main street' along Cambridge Street between Blencowe St and Kerr/Holyrood Sts, creating a strong focal point for local retail services;
  • Retain the residential function to the area between Kimberley to Abbotsford Sts and support a variety of housing types in this area;
  • Facilitate further detailed planning to develop the Leederville Hub as a high-density, mixed-use transit-oriented development area and to guide development along the northern edge of the area to protect the amenity of existing low-scale development to the north;
  • Facilitate the creation of pedestrian and transit connections through the area, and in particular create a direct and legible pedestrian connection between Cambridge St and Leederville Train Station through the Leederville Hub and the introduction of a laneway network; and,
  • Encourage a gradual 'stepping up' of built form and maintaining a human scale to buildings along street frontages and around public spaces.

As the decision maker on a Precinct Structure Plan, WAPC considered the WLPSP in January 2024, requiring several changes and further studies and that is readvertised. 

  • February 2024

The WAPC's Statutory Planning Committee (SPC), at its 13 February 2024 Meeting, resolved to require the Town to modify the West Leederville Precinct Structure Plan (as per Attachment 6 of Item 8.1 of SPC 13 February 2024 Agenda), re-advertise the modified West Leederville Precinct Structure Plan, and resubmit the modified Precinct Structure Plan to the WAPC for consideration. The WAPC requires modifications and readvertising of the WLPSP

Council resolved to note the submissions received and to approve the revised West Leederville Precinct Structure Plan (with further modifications) for submission to the WAPC for assessment.

  • April 2022

Council resolved to revoke its previous decision to approve the draft modified West Leederville Activity Centre Plan, and requested that further modification be undertaken to the draft WLACP to consider the impacts of the Subi East Master Plan and to plan for improved traffic flow [11.1(PDF, 307KB)].  

  • December 2021

A report outlining the outcomes of the public consultation was received by Council. Council supported [DV21.112](PDF, 4MB) the proposed modifications and approved the submission of the draft modified West Leederville Activity Centre Plan to the WAPC for assessment. 

  • May to June 2020

Formal advertising of the draft revised West Leederville Activity Centre Plan for public comment commenced on 23 May 2020 and concluded on 22 June 2020. Over 60 submissions were received.

Council resolved [DV20.41] to support draft revised WLACP for the purpose of advertising.

Council resolved [DV19.15] to support a set of principles to guide modifications to the draft WLACP.

  • May 2018

The Western Australian Planning Commission (WAPC) Statutory Planning Committee resolved(PDF, 5MB) to require the Town to:

  • Modify the West Leederville Activity Centre Plan, by:
    • Including appropriate residential density targets as guided by higher level strategic planning documents;
    • Detailing the impacts that achieving the desired residential density targets will have on traffic movement and access, via the preparation of a traffic impact assessment, in accordance with the Western Australian Planning Commissions' Transport Impact Assessment Guidelines; and
    • Updating the document to ensure the content and data is up-to-date, mapping standards are adequate, and the plan is consistent with the guidance provided in the draft Town of Cambridge Local Planning Strategy.
    • Advertise the plan in accordance with Schedule 2, Part 5, Clause 34 of the Regulations; and,
    • Resubmit the modified plan to the Western Australian Planning Commission for approval.

The Town submitted the updated draft Plan to the WAPC for endorsement.

  • July 2016

Council resolved(PDF, 5MB) to prepare updates and provide additional background to the West Leederville Centre Plan to convert into an Activity Centre Plan to be submitted to WAPC for endorsement.

  • September 2011

Town submitted the Plan to WAPC with content and formatting guided by the outcomes of the Urban Design Study and requirements of SPP4.2. Noting that under SPP4.2, WAPC was not required to approve the Plan due to the shop floor area increase being less than 20,000m2.

Council resolved [DV10.122] to adopt the Study as strategic direction for future planning and development for the West Leederville Study Area and resolved to submit it with accompanying documents to WAPC as a Centre Plan
