Floreat Beach | Masterplan

Floreat Beach is a highly valued and popular location within our community. Current parking, access, and limited space for passive recreation are issues that the community and key stakeholders have raised. A notice on motion has been actioned by Council to develop a masterplan for Floreat Beach.

The Town will engage with users and stakeholders at Floreat Beach to determine the common values and key issues associated with the site. This engagement will inform the development of a masterplan that captures the long-term vision of the precinct.

Project Milestones

  1. Site analysis and scoping
  2. Engagement plan to identify common values and key issues relating to the site
  3. Engage with key stakeholders and community to inform draft concept plans
  4. Prepare concept options
  5. Engage with key stakeholders and community to provide feedback on concept options and develop final concept masterplan
  6. Prepare final concept masterplan
  7. Prepare reports to executives and Council for endorsement

Project Timeline

  1. Stage one stakeholder and community engagement (Jan 2024 to March 2024)
  2. Initial concept design development (Nov 2024 to September 2025)
  3. Further community engagement (October 2025 to December 2025)
  4. Final draft Masterplan (February 2026)

Progress Update

Engagement and design are underway.

As the first step in the engagement process, we reached out to the community and stakeholders to gain further insights into Floreat Beach, including its highly valued features, usage patterns, and areas for improvement. This feedback will help guide the master planning process and delivery of future services, programs and infrastructure in and around the area. 

A total of 354 responses were received, and the survey results have been summarised HERE(PDF, 3MB)

The initial schematic design to include these engagement outcomes has been completed. The Town is seeking input on the development of the Masterplan from an independent Design Review Panel. The Design Review Panel has met and reviewed the initial concept design, providing feedback. This will assist us in finalising initial ideas and concept options to present to the community. 

The Town sought applications from the community to be involved in a focus group to meet with the Town to assist with development of the concept design. The Town held a focus group meeting with the selected representatives from the community in October to present, review and workshop the Concept design. Based on outcomes of this meeting the Design will be further developed. The Town is also exploring external funding opportunities for this project.
