Trading in Public Places
To trade on Town owned or managed property, you must apply for a Trader's Permit Application.
A person is permitted to trade only if;
- they hold a valid Trader's Permit; or,
- they are listed as an assistant on a valid Trader's Permit.
How to apply
1. Prepare your documentation
Ensure you have digital copies of all relevant documents, including:
- A plan, photos, or an accurate sketch of the proposed area and display structures
- Details of what is proposed to be displayed
- Public liability insurance
2. Apply online
To operate a temporary Trader's Permit stall, you must submit an application here.
3. Payment
Once your application is received, the Enviromental Health Services Team will contact you regarding payment. The application will not be processed until payment has been made.

When assessing an application, the Town will consider factors such as:
- The proposed trading location
- Potential impact on nearby businesses and other traders
- Traffic flow and safety
- The overall amenity of the area
The Town's Use of Local Government Property and Public Places Policy provide regulations for managing activities conducted on public property owned or managed by the Town.
