Structure plans and local development plans are used to coordinate the subdivision and development of land within identified areas.
The approved precinct structure plans and local development plans within different activity centres and development areas in the Town of Cambridge, can be viewed using the tabs below.
Activity Centres
West Leederville Activity Centre
The West Leederville Activity Centre is located less than two kilometres from the Perth CBD and the Subiaco town centre, and less than one kilometre from the Leederville town centre.
The West Leederville Precinct Structure Plan (PSP) covers the activity centre and was formally approved by the Western Australian Planning Commission on 2 February 2026. The approved PSP has been published on the Department of Planning, Lands and Heritage website and is now in effect.
Wembley Activity Centre
The Wembley Activity Centre is located approximately 4.5 kilometres from the Perth CBD and 5.5 kilometres from the coast, centrally located within the Town of Cambridge.
Wembley Activity Centre Plan
The Wembley Activity Centre Plan (ACP) received final approval from the Western Australian Planning Commission on 26 June 2018.
Wembley ACP Local Development Plan - Anchor Site 1
The Local Development Plan (LDP) was approved in 2020 and is applicable to Lot 7 (No. 344), Lot 8 (No. 350) and Lot 78 (No. 352) Cambridge Street, Wembley.
Wembley Precinct Structure Plan
The Town of Cambridge has prepared an amendment to the Wembley ACP – called the Wembley Precinct Structure Plan (PSP). This revised plan updates the 2018 Wembley ACP.
In August 2025, Council unanimously voted in favour of the Administration's recommendation that the WAPC approve the draft Wembley PSP as modified following public consultation.
The draft PSP has now been referred to the WAPC for consideration.
Floreat Activity Centre
The Floreat Activity Centre is located approximately 3.5 kilometres from the coast and 6.5 kilometres from the Perth CBD. Currently comprising the Floreat Forum Shopping Centre and the Town of Cambridge Library, the centre is intended to be redeveloped into mixed use development with increased housing, employment and activity.
The activity centre was the subject of two precinct structure plans (PSP):
At its meeting on 5 November 2025, the Statutory Planning Committee (SPC) approved APIL's PSP subject to modifications. The final Floreat PSP is yet to be submitted to the Western Australian Planning Commission for endorsement.
Development Areas
Parkside Walk
Parkside Walk is located on Salvado Road and surrounded by Henderson Park, Mabel Talbot Park and the Wembley Sports Park.
The development includes seven multiple dwelling sites and 24 single dwelling terrace style lots and is subject to the following Outline Development Plan (ODP) and design guidelines.
Perry Lakes Estate
Development within Perry Lakes is subject to Design Guidelines specific to the development area.
Ocean Mia
Developments in the Ocean Mia Estate, City Beach, are subject to Design Guidelines.
Addenda to Guidelines
St John of God Hospital and Cambridge St Medical Precinct
Development within the St John of God and Cambridge Street Medical Precincts is subject to local development plans and development guidelines.
The Town of Cambridge Council has adopted design guidelines to provide specific design controls over certain areas or developments within the Town.
Design Guidelines have been adopted for the development areas of:
- Ocean Mia, City Beach
- Perry Lakes Estate, Floreat
- St John's Wood, Mt Claremont
- Parkside Walk, Jolimont
Developments in the Ocean Mia subdivision in City Beach are subject to Design Guidelines.

Applying for Development Approval
Development application are to be lodged directly with the Town.
Development within the Perry Lakes Estate is controlled by the Town and is subject to Design Guidelines specific to the area.
Perry Lakes Estate Design Guidelines
An Application for Development Approval must lodged with the Town, and will be forwarded to CODA Architects for assessment against the design guidelines.

Local Planning Policy 3.12 (Parkside Walk Design Guidelines) should be read in conjunction with the adopted ODP.
Where conflicts arise with the provisions of any other Local Planning Policy the provisions of Local Planning Policy 3.12 (Parkside Walk Design Guidelines) prevail.
NOTE: Under Landcorp contract of sale agreements, developments must obtain design endorsement by the estate architect against the Built Form Guide(PDF, 12MB) before applying for Town of Cambridge development approval. Design endorsement approval by the estate architect is not asessment of compliance with the Residential Design Codes or any additional local planning policies, and as such, does not guarantee Development Application approval.
