Lake Monger Drive – Signalised Pedestrian Crossings (Two Locations)

Two signalised pedestrian crossings are planned on Lake Monger Drive, one near Kimberley Street and one near St Vincents Avenue, to improve safety and access across the road.

Crossing 1 (East) - Lake Monger Drive (Near Kimberley Street)

This crossing is located on the eastern end of Lake Monger Drive near Kimberley Street, providing a key connection between Galup (Lake Monger Reserve) and the residential areas of West Leederville.

It is proposed as a signalised pedestrian crossing, improving safety for people walking, cycling and accessing Galup’s activity areas as well as the bicycle networks to the north and south.

Funding

  • Council has approved a budget allocation of $64,500 in the 2025/26 financial year for the preparation of the detailed design.

  • The total construction cost is estimated at $865,000.

  • An application has been submitted for two‑thirds funding through the Metropolitan Regional Road Group (MRRG) Black Spot Program.

Program

  • Main Roads WA approval: Approved

  • Construction: Proposed for 2026/27

Crossing 2 (West) - Lake Monger Drive (Near St Vincents Avenue)

A second signalised pedestrian crossing is proposed on the western end of Lake Monger Drive near St Vincents Avenue.
This crossing will serve a different pedestrian and cycling catchment and provide safer access between the residential area and Galup.

This location was endorsed by Council as a more practical and accessible alternative to a pedestrian underpass.

Funding

  • Council has approved $60,000 in the 2025/26 financial year for detailed design.

  • The total construction cost is anticipated to be similar to the Lake Monger Drive — West of Kimberley Street crossing project.

  • It is anticipated that an application will be submitted for two‑thirds funding through the MRRG State Black Spot Program.

Program

  • Detailed design: End of 2026.

  • Main Roads WA approval: Received initial support from Main Roads WA. Final approval expected by the end of 2026.

  • Construction: Proposed for 2027/28

Project Background

Why are pedestrian crossings needed on Lake Monger Drive?

Lake Monger Drive is a key east–west District Distributor A road and a major connection between the Town of Cambridge and the Mitchell Freeway. Main Roads WA traffic data (2023/24) shows around 23,400 vehicles per day use the road, with an 85th percentile speed of 65.2 km/h.

These traffic conditions make it difficult and sometimes unsafe for people, particularly children, older residents and people with mobility needs, to cross between West Leederville and Galup (Lake Monger Reserve).

What are the current safety problems?

There is currently no formal pedestrian crossing between Galup and the residential areas to the south, including West Leederville and Subiaco.

While informal crossing points exist, people must rely on gaps in traffic to cross Lake Monger Drive. This creates a safety risk for vulnerable road users and makes the crossing uncomfortable and unreliable for everyday use.

What will this project provide?

The project will deliver two separate signalised pedestrian crossings on Lake Monger Drive to improve safety and accessibility for pedestrians, cyclists and other vulnerable road users.

These crossings will:

  • Provide safer, signal-controlled crossing points

  • Improve access to Galup (Lake Monger Reserve)

  • Support walking and cycling

  • Strengthen connections between:

    • Galup’s activity areas

    • Ruislip Safe Active Street

    • Perth to City Beach cycle route

    • West Coast Highway PSP

    • City Beach precinct and other key destinations
