Traffic Management Plans

Any work or event within the road reserve including the verge adjacent to a carriageway will need the approval of the road authority. As part of the approval process a Traffic Management Plan (TMP) will need to be submitted to the Town. The Town is required to endorse TMPs prior to the implementation of any temporary traffic management measures. 

Duty of Care

TMPs are used to manage potential traffic hazards and to ensure the safety of workers and road users. The Main Roads WA (MRWA) Code of Practice (CoP) for Traffic Management states any person or party undertaking work on a road has a duty of care to ensure that workers and road users are not exposed to health and safety risks arising from their undertaking.

As part of this duty of care, any party undertaking work within the road reserve in the Town that presents a risk to, or impact on road users, is required to have approval in the form of a letter of endorsement to permit them to implement a TMP in accordance with the CoP. 

Submission Requirements

A TMP will need to be prepared by an appropriate accredited individual who holds a current MRWA accreditation in Advance Worksite Traffic Management. TMPs should be prepared in accordance with the Austroads Guide to Temporary Traffic Management, AS1742.3-2019 and the latest MRWA CoP for Traffic Management for Works on Roads and Events. 

Assessment 

Once received, the Town will review the TMP in the context of current Council policy, local legislation, working knowledge of the road network, safety of road users and workers and proximity to other currently planned works and events. TMPs should be submitted to the Town for endorsement within the timeframe outlined below:

  • Low complexity works – 10 business days (15 business days if neighbourhood notification is required)
  • Complex works – 20 business days (not including any neighbourhood notification period that may be required)
  • Road closures / major events – the Town should be contacted for in principal support following which further advice on lead times will be given.

Applicants should be aware of the lead times required for approvals from other authorities such as the Public Transport Authority, Utilities and WA Police. If the closure is within 30m of a signalised intersection, approval is needed from MRWA who require 15 working days notice. TMPs consisting of complex traffic arrangements will need approval from a Road Traffic Manager prior to lodging the TMP with the Town.

TMPs should be submitted to the Town at mail@cambridge.wa.gov.au. There is no fee for submitting, assessing and endorsing TMPs.
