The Lake Monger Recreation Club Inc. (Club) operates a community facility known as Lake Monger Recreation Club on the Town’s land. The Club is seeking the Town’s approval to sublease an area within their leased premises to Padel Monger Pty Ltd (Padel Monger) who plan to develop a padel tennis facility.
The proposed term of the sublease requested by the Club will coincide with the end of the term of their head lease in 2031. Council is yet to approve the sublease and as part of the assessment process, the Town is seeking the views of nearby residents in relation to the proposed Padel Tennis facility at the Club.
Padel Monger permitted operating hours are likely to be 7am to 9.30pm, Monday to Sunday including Public Holidays.
The proposal entails the construction of four (4) floodlit padel courts and a pro shop, synthetic turf is proposed to be used, with Perspex and mesh material utilised for the perimeters of each of the four (4) padel tennis courts. An artist’s impression is provided below.

An acoustics report has been provided to the Town outlining the predicted noise levels from the proposed padel tennis activities. The report indicates the noise levels will be compliant with regulations for these types of activities (Environmental Protection (Noise) Regulations 1997.)
The Town’s assessment of the proposed lighting plan confirms it is compliant with the Australian Standards. To view the acoustics report click here(PDF, 2MB).
Community Drop-in Session
Representatives from Padel Monger, the Club and Town technical officers will be available to answer questions at our Community Drop-in Session on Wednesday, 19 March 2025 from 4pm – 6pm at the Club.
All comments from completed surveys are planned to be presented to Council for consideration at the Ordinary Council Meeting 25 March 2025.
Following Council’s recommendation, Padel Monger will commence seeking approval from the Department of Planning Lands and Heritage in relation to any impacts on Aboriginal heritage as parts of the Galup (Lake Monger) Reserve are considered heritage sites.

The Club will be required to submit a Noise Management Plan to the Town for review and written approval prior to the commencement of operation which will outline
- Community notification processes for tournaments;
- How noisy, rowdy and/or anti-social behaviour will be dealt with from a noise perspective;
- Complaints handling process.
