Project Background
Lake Monger Drive is a key east-west District Distributor A road and a major connection point from the Town and surrounding areas to the Mitchell Freeway. Main Roads WA traffic statistics for 2023/24 show that Lake Monger Drive carries around 23,400 vehicles per day with an 85th percentile speed of 65.2 km/h. This makes it difficult and sometimes dangerous for people, particularly young and elderly pedestrians, to cross from West Leederville to Galup (Lake Monger Reserve).
Currently, there is no safe crossing point between Galup and the residential areas to the south such as West Leederville and Subiaco, with access limited to informal pedestrian crossings. While the existing crossings include a path and kerb ramps, users must rely on gaps in the traffic to cross which poses a significant safety risk to vulnerable road users and makes it an undesirable crossing option.
The aim of this project is to introduce two mid-block signalised pedestrian crossings on Lake Monger Drive to improve safety and accessibility for pedestrians, cyclists and other vulnerable road users. These crossings will strengthen the connection between Galup’s activity hubs, and the Ruislip Safe Active Street, Perth to City Beach cycle route, West Coast Highway PSP, City Beach precinct and other key destinations.

The proposed location of the first crossing is on the eastern side of Lake Monger Drive, west of Kimberly Street. This location was chosen due to its proximity to the activity centre in Galup and the residential areas to the south, and local schools which create a strong desire line for a crossing at this location. It also allows for a staged crossing of Lake Monger Drive which will improve pedestrian safety by enabling people to cross in two stages rather than in one crossing. This type of crossing improves accessibility and ensures a safer crossing experience, while also minimising delays to traffic. In addition to the crossing a shared path will be constructed along the southern verge of Lake Monger Drive to connect Galup with the Ruislip Safe Active Street via Northwood Street. At the November 2024 Ordinary Council Meeting, the Council supported an investigation into the feasibility of a second signalised pedestrian crossing on Lake Monger Drive near St Vincents Avenue. This crossing was proposed by the Town as a more appropriate alternative to a pedestrian underpass at this location which would have been expensive to construct and less practical for people to use. Council has also endorsed a project to undertake the detailed design for a crossing in this location in the FY2025/26 budget pending the outcome of the initial feasibility work currently being undertaken in consultation with Main Roads WA.

Current Status
The pedestrian crossing on the east side of Lake Monger Drive is in the final stage of detailed design. When completed the design will be sent to Main Roads WA for final approval, which is expected by the end of December 2025. Following this the Town will progress with the construction tendering process and delivery stage of the project.
The Town has undertaken initial feasibility work for the crossing on the west side of Lake Monger Drive, which has received initial support from Main Roads WA. Design work for this crossing will be progressed this financial year and will involve a detailed site assessment and consultation with stakeholders to identify the preferred crossing location.
Next Stages
The construction tendering process for the crossing on the east side of Lake Monger Drive is expected to start in early 2026 followed by the delivery stage which is currently scheduled for the 2026/27 financial year subject to approvals and funding.
Detailed design and Main Roads WA approval for the crossing on the west side of Lake Monger Drive is expected to be completed by the end of 2026, with the delivery of the project proposed for the 2027/28 financial year.
