Background

In June 2024, the Council endorsed the Quarry Amphitheatre Strategic and Business Plan (SBP) 2024-2029 (refer Council Item 13.3.1 June 2024 OCM).

The SBP identifies maintenance and upgrade as the first of a sequence of strategic priorities leading to community benefit. This improvement of ‘place’ involves upgrading the Quarry Amphitheatre kiosk/office building, which targets the following:

• Expansion of catering offering beyond re-heat only menu
• Increased food and beverage sales, with high customer satisfaction
• High staff satisfaction with working conditions 

Scope of works

• Engage a consultant to design upgrades that will meet end user requirements identified in the SBP

• Obtain certified detailed design documentation suitable for issuing a Request for Tender (RFT) to implement the works

Progress updates

February 2026

The options analysis report to address insufficient site electrical capacity is in progress (refer Council Item 13.4.2 November 2025 OCM), and the Town expects to receive the first draft of the report in late February.

November 2025

In August, the design consultant identified that the site’s existing electrical capacity isn’t sufficient to accommodate proposed upgrades, and that the cost and time to accordingly upgrade electrical capacity is anticipated to be significant.

Given the implications to this project, the Town proposed to obtain an additional report from the consultant, to investigate different potential options to address the electrical capacity issue. Council provided approval in the November OCM (Item 13.4.2) to proceed with this options analysis report.

The report shall detail multiple options and associated long term cost estimates for the Town to consider. Once the report has been completed, the Town shall recommend a preferred option for endorsement by Council. The design works will remain on hold until this decision is made.

Early 2025

The Town engaged a consultant to complete the design works.

Late 2024

The Town sought quotes for a consultant to complete design works for upgrades to the kiosk, via a Request for Quote (RFQ) process.
