Background

In June 2024, the Council endorsed the Quarry Amphitheatre Strategic and Business Plan (SBP) 2024-2029 (refer Council Item 13.3.1 June 2024 OCM).

The SBP identifies maintenance and upgrade as the first of a sequence of strategic priorities leading to community benefit. This improvement of ‘place’ involves upgrading the Quarry Amphitheatre kiosk/office building, which targets the following:

• Expansion of catering offering beyond re-heat only menu
• Increased food and beverage sales, with high customer satisfaction
• High staff satisfaction with working conditions

The project will occur in two phases:

Design (in progress)

Engage a consultant for the design of the upgrade, with a focus on the improvements identified in the SBP, and end user requirements.

Construction

As per the consultant’s design, implement the improvements to the Quarry Amphitheatre kiosk building via a construction contractor.

Scope of works

• Obtain detailed design documentation from consultants, suitable for issuing a Request for Tender (RFT)
• Engage a construction contractor via and RFT, to construct upgrades to the Quarry kiosk building, in line with consultant design

Progress updates

December 2025

The options analysis report is in progress (refer Council Item 13.4.2 November 2025 OCM).

November 2025

In August, the design consultant identified that the existing electrical capacity of the site is inadequate, noting a high construction cost (and time) involved with an upgrade to support the future kiosk. Given the significant unforeseen cost and impact to planned upgrades to the kiosk, the Town held internal discussions on how to address this challenge.

The Town decided to seek consultant input, with Council approval provided in the November OCM (Item 13.4.2) to engage the design consultant to complete an options analysis report.

The report is expected in February 2025. It will provide multiple options for Town consideration. Following receipt of the options report, the Town intends to seek Council input on the preferred option. The design works will remain on hold until this decision is made.

Early 2025

The Town engaged a consultant to complete the design works.

Late 2024

The Town sought quotes for a consultant to complete design works for upgrades to the kiosk, via a Request for Quote (RFQ) process.
